Basic information

The original meaning of the word "certification" in English is an act of issuing certification documents.

The third-party certification activities must be open, fair, and fair to be effective. The standard development of organic products in China has gone through a process from decentralization to standardization. Before 2004, China did not have a unified standard for organic products, and various organizations formulated their own organic certification standards. 

With the development of the world's organic industry and the establishment of the China National Certification and Accreditation Administration Commission (referred to as CNCA), in 2004, the CNCA issued and implemented a trial standard-"Organic Food Certification Standards", which was implemented as a pilot nationwide. 

After a year of exploration and practice, on the basis of the "Organic Food Certification Specification", the CNCA officially issued the national standard "GB19630.1-4-2005" for the implementation of organic products. 

So far, this standard has become the only standard for the production, operation and certification of organic products in Asia.

It is prohibited to introduce or use genetically modified organisms and their derivatives in organic production systems or organic products, including agricultural inputs such as plants, animals, seeds, component division, propagation materials and fertilizers, soil improvement substances, and plant protection products. For farms with parallel production, GMOs may not be introduced or used in conventional production. 


What is the step-by-step procedure to get organic food certification?

Organic Certification Program

(1) Application

1) The applicant submits a formal application to the branch center to receive the "organic food certification application form" and pay the application fee.

2) The applicant fills in the "Organic Food Certification Application Form" and at the same time obtains the "Organic Food Certification Questionnaire" and "Organic Food Certification Written Information List" and other documents.

3) The branch center requires applicants to establish their own quality management system, technical measures for quality assurance system, and quality information tracking and processing system in accordance with the requirements of this standard.

(2) Pre-review and develop preliminary inspection plan

1) The branch center pre-examines the applicant. After passing the pre-assessment, the sub-center will copy the relevant materials to the certification center.

2) The certification center estimates the inspection time based on the project conditions provided by the sub-center (usually two inspections are required: once in the production process and once in the processing).

3) The certification center shall formulate a preliminary inspection plan and estimate the certification fee based on the inspection time and certification fee management rules.

4) The certification center sends the "Acceptance Notice" and the "Organic Food Certification Inspection Contract" (referred to as the "Inspection Contract") to the enterprise and informs the branch center at the same time.

(3) Signing an organic food certification inspection contract

1) After the applicant confirms the "Acceptance Notice", it signs an "inspection contract" with the certification center.

2) According to the requirements of the "Inspection Contract", the applicant pays 50% of the relevant fees to ensure the normal development of the pre-certification work.

3) The applicant appoints an internal inspector (one for production and one for processing) to cooperate with the certification work and further prepare relevant materials.

4) All materials use a written file and an electronic file, and copy them to the branch center.

(4) Initial review

1) The sub-center conducts preliminary review of applicant materials and conducts comprehensive review of applicants.

2) The branch center copies the audit opinions and all the applicant's materials to the certification center.

3) The certification center reviews and makes a decision on "when" to conduct the inspection.

4) When the review fails, the certification center will notify the applicant and will no longer accept its application that year.

(5) On-site inspection and evaluation

The certification center confirms that the applicant has paid all the fees required for the issuance of the certificate.

1) After all the materials are qualified, the certification center will send qualified inspectors;

2) The inspector shall obtain relevant information of the applicant from the certification center or sub-center, and in accordance with the requirements of the "Organic Food Certification Technical Guidelines" Guidelines, the applicant’s quality management system, production process control system, tracking system, and origin, on-site inspection and evaluation of production, processing, storage, transportation, trade, etc.

3) When necessary, the inspector shall sample the soil and products, and the applicant shall send the samples to the designated quality inspection agency for testing.

(6) Preparation of inspection report

1) After the inspector completes the inspection, he writes an inspection report as required by the certification center.

2) The inspector shall deliver the inspection report to the certification center within two weeks after the inspection is completed.


(7) Comprehensive review and evaluation opinions

i) The certification center conducts a comprehensive review and evaluation based on the application form, questionnaire and other relevant materials provided by the applicant, as well as the inspector's inspection report and sample inspection report, and compiles the certification evaluation form.

ii) Put forward evaluation opinions and report to the technical committee for review.


(8) Certification decision personnel/technical committee resolution

The certification decision personnel conduct a comprehensive review of the applicant’s basic information survey form, inspector’s inspection report, and certification center’s evaluation opinions, and make a decision on approval, conditional, organic conversion, or rejection of certification. 

The certificate is valid for one year.

When the application project is relatively complicated (such as aquaculture, fishery, processing, etc.), or within a period of time (such as 6 months), a technical committee working meeting is held to make a certification decision on the corresponding project:

If the certification decision person/member of the technical committee has a direct or indirect economic interest relationship with the applicant, they should be avoided.

1) Agree to issue certificates: The content of the application is in full compliance with the organic food standards and an organic food certificate is issued.

2) Conditional certification: The content of the application basically meets the organic food standards, but some aspects need to be improved. After the applicant has promised to make improvements as required, an organic food certificate can also be issued.

3) Certificate of organic conversion: The applicant’s base has entered the conversion period for more than one year, and continues to implement the organic conversion plan, and issue the certificate of organic conversion base. 

The products harvested from the organic conversion base are processed in an organic manner and can be sold as organic conversion products, that is, "organic food during the conversion period".

4) Refuse to issue certificates. The content of the application did not meet the requirements of the organic food standard, and the technical committee refused to issue the certificate and explained the reasons.


What are the rules regarding the use of organic food logo?

2. Contract and cost budget (1 week)

On the basis of the information provided, the applicant will receive an inspection contract and a cost budget, inspection procedures, timetable and description of relevant technical details in the second week.

3. Inspection (depending on the region and place of production, the time may vary from 3-7 days)

COFCC assigns an experienced inspector to perform the inspection. He will provide a detailed inspection schedule and request to notify the applicant’s local partners and other details.

The inspection includes the applicant's internal rules and regulations for organic production, production sites and visits to packaging, houses, warehouses and processing plants, the latest documents, records and final discussions with the applicant.


4. Inspector's report (2 weeks)

The investigation report under inspection is sent to the COFCC office together with relevant documents. 

If the inspector has any questions, he can submit an additional inspection at any time. 

The inspector's report will be submitted to COFCC within 2 weeks after the inspection is completed.


5. Comprehensive review and evaluation (3 weeks)

The certification center compares the results of the inspector's report with the COFCC "Technical Guidelines for Organic Food Certification" and will apply additional standards if agreed in advance. 

The certification center forms a "comprehensive review and evaluation report" including "whether organic production meets the requirements of the guidelines and improvement measures".


6 Certification resolution (2 weeks)

The certification center will submit the "comprehensive review and evaluation report" to the certification committee, and the certification committee will make a decision on whether to issue a certificate.


7 Payment and certification (2 weeks)

50% must be paid before the inspection starts, and the balance must be paid and an invoice will be obtained when the certification decision takes effect. COFCC will issue a certificate within 90 days after inspection by the inspector.
