The reason for this situation is very simple: because "satellite" has not yet entered the third phase of clinical trials. 

Unlike Putin's high-profile announcement at the meeting, the new vaccine "satellite" is far from "passing all tests" until the latest WHO notification on August 10, it was still marked as "in clinical phase I." 

The first phase clinical trial is mainly for safety evaluation, and the second phase clinical trial is the effectiveness evaluation.
